Abstract

This study systematically dissects the operational mechanisms of the innovation ecosystem and the divergent international competitiveness of China’s artificial intelligence, quantum technology and new energy industries. Analysis is carried out along four dimensions: policy synergy, technological synergy, industrial synergy, and the synergy between challenges and opportunities. By employing multiple research methodologies including literature review, policy document textual analysis and cross-case comparative analysis, this paper empirically investigates the evolutionary trajectories, milestone achievements and commercialization pathways of the three aforementioned strategic technology sectors. The research findings indicate that China’s emerging technological innovation is primarily driven by top-down national policy guidance, abundant domestic application scenarios, and collaborative linkages throughout the whole industrial chain, which constitutes the institutional strengths of the new whole-of-nation system. China delivers outstanding commercialization and industrial landing efficiency in application-driven sectors, such as AI industrial commercialization and the photovoltaic industry. However, structural bottlenecks remain prominent in fundamental research and the development of high-end core components. This paper further compares the technological development paradigms of China, the United States and Europe, and proposes targeted countermeasures regarding scaling up basic research investment, refining ethical governance frameworks and deepening international technological collaboration. The conclusions also offer actionable references for late-developing economies globally to construct robust and sustainable innovation ecosystems.

为了系统地剖析中国人工智能、量子科技以及新能源这三个方面所处的创新生态环境运转规律以及国际竞争地位的不同之处,从政策协同、技术协同、产业协同以及挑战与机遇协同四个维度展开分析,用文献资料研究法、政策文本分析法以及跨案例比较法等方法,就这三个方面的发展历史、取得成就以及商业化的途径做实证性的探究。研究表明中国的新兴技术创新主要依靠的是国家政策的引导、大量的应用场景的支持以及整个产业链条上的协作,属于一种新的举国体制的优势,在应用导向型的行业当中(AI商业化和光伏产业)中具备突出的商业化落地效率,但是在基础研究和高端核心器件上还存在着结构性的不足。本文又对中美欧的技术发展道路进行了比较,给加强基础研究投入、健全伦理治理结构和加强国际合作出谋划策,给全世界后起之秀构建起一个良好的创新环境给予借鉴。
